With more than 7,000 homes connected to these systems, including the well‑known Pimlico District Heating Undertaking, this is a unique opportunity to shape a service that has a direct impact on people’s comfort, wellbeing and day‑to‑day experience of their homes.
We’re now looking for a Head of Housing Heat Networks to lead the strategic direction, improvement and regulatory readiness of our housing‑led heat networks. This is a role with real scope to influence the future of heat supply in Westminster. You’ll guide how we prepare for new regulations, improve technical performance, strengthen customer protection and support the decarbonisation of our networks in line with our broader sustainability ambitions. You’ll also work closely with colleagues leading the Future of PDHU programme to make sure technical, operational and strategic plans align across the council.
Alongside the strategic elements, you’ll oversee the operational management of our housing heat networks, managing a multidisciplinary team covering engineering, compliance, billing and customer service. You’ll make sure residents receive fair pricing, reliable supply and a consistently positive service, while also planning and sequencing the improvements needed to meet upcoming requirements such as the Heat Network Technical Assurance Scheme.
We’re looking for someone with deep experience in heat networks and energy infrastructure, but also someone who cares about the impact this work has on residents and frontline services. You’ll need to be comfortable working across complex programmes, navigating evolving legislation, and building strong relationships with residents, technical teams, partners and senior leaders. This is a highly visible leadership role, and your ability to bring people with you, communicate clearly and make sound, evidence‑based decisions will be essential.
