With more than 22,000 homes across the city, Westminster’s housing investment work plays a huge part in shaping the quality, safety and long term sustainability of our neighbourhoods. This is a significant moment for the service, and we’re strengthening the way we plan and deliver major improvements across our stock so residents feel the real benefits of investment.

The Housing Investment Programme Manager will take a central role in bringing structure, clarity and confidence to our capital programme. You’ll be responsible for shaping and maintaining a prioritised, risk based five year programme and a longer term 30 year pipeline, making sure our decisions balance resident needs, statutory requirements, building safety, sustainability targets and value for money. It’s a role that calls for sharp judgement, strong programme instincts and the ability to quickly get to the heart of complex information.

A big part of your work will be establishing a robust PMO function for the team. You’ll design the controls, reporting and project lifecycle frameworks that help us deliver more consistently and with greater pace. You’ll work closely with colleagues across Housing, Finance, Procurement and Project Teams to ensure plans are achievable, risks are properly managed and decisions are supported by live data. You’ll also be the lead representative for one of our patches across the borough, playing an active role in engaging residents and understanding where investment can make the biggest difference.

This role suits someone who’s energised by improving how organisations deliver. You’ll need to bring experience of capital or construction project management, and the confidence to influence senior stakeholders, challenge constructively and help others adopt new ways of working. Just as importantly, you’ll be someone who enjoys collaborating, building connections and supporting colleagues through change.
